Domestic
While the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 do not cover portable appliances such as fridges, ovens and TVs, the government recommends and it is good practice that landlords ensure regular PAT Testing is carried on any electrical appliance that they provide for their tenants.
Tenants are responsible for ensuring their own appliances are safe and may wish to get a PAT Test completed to do so.

Portable Appliance Testing (PAT) involves both a visual inspection and a test using specialist equipment, to ensure that the appliance is working correctly and safe to use.
PAT testing is the process of ensuring appliances are safe and working as they should be, which helps avoid injuries for those using the appliances.
The Electricity at Work Regulations 1989 make it law that electrical appliances must be maintained in a safe condition to avoid injury. These regulations do not state that this has to be done via PAT testing, although if you do not have the competency level or equipment to do so then instructing PAT may be easier for you.
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 does not cover portable appliances, and it is only best practice that landlords have appliances that they provide tested, rather than a law.
Technically, anyone with the correct competency levels can carry out PAT testing, however it would require training and use of specialist equipment for the test.
Not specifically, however it is a legal requirement to ensure your electrical equipment is properly maintained to prevent danger, and PAT testing is the best way to achieve this.
