Companies operating in any type of commercial property may opt to have a voluntary DEC survey carried out with a view to using it as a tool for managing their energy efficiency.
Property owners in Scotland with any commercial building 1000m2 or larger are legally required to have a Section 63 survey and action plan in addition to their EPC when selling or renting. Increasingly, they are opting to have an annual DEC carried out in place of making the improvements on their action plans. Read more about Section 63 surveys and action plans here.
A DEC survey is also an approved method of assessing buildings for the Government’s Energy Savings Opportunities Scheme (ESOS).

We will arrange an appointment with you, carry out the survey, and once completed send you an invoice.
As soon as we receive payment of the invoice, we will email your DEC. We also offer corporate accounts, with survey delivery on completion and monthly billing.
After the site visit, it takes up to 5 working days to produce your DEC. Once complete you will receive 2 documents, the DEC itself and a DEC Advisory Report which gives advice on how to improve the rating of your property.
For example, a secondary school may have a main building, a sports hall, a language block and a music hall. If any of these buildings are over 250m² they will each require a DEC. It is important to provide the GIA, energy bills and floor plans for each building needing a survey.
During the survey, the assessor will need to have access to any boiler/plant rooms. It’s useful to have a facilities or business manager available during the survey as a short survey about occupancy and the heating controls will need to be carried out on site.
Following the site survey, the data will be collated at the desk and the DEC and recommendation report will be produced in government approved software.
If your property is smaller than 1000m², the DEC is valid for 10 years and the Advisory Report is valid for 7 years.
If your property is 1000m² or larger, the DEC is valid for 1 year and the Advisory Report is valid for 7 years.
Scottish property owners who opt for a DEC as a result of their Section 63 survey will be required to provide an annual DEC until they make the improvements on the Section 63 action plan.

DEC on-site surveys take about 30 mins for small properties, up to an entire day for a large property such as a big hotel or care home.
If completed before expiry and provided with confirmation that nothing in the building has changed, DEC renewals can be completed without an additional on-site survey.
The assessor will be taking measurements, notes and a series of photographs. They will be looking at the way the building is constructed and insulated, the space and hot water heating systems, ventilation and lighting.
On booking we will email you detailed information about this, however the most important thing is to make sure you send us the required information before the appointment (GIA (gross internal area) of the property, 12 months of consecutive energy bills and meter readings, and a floor plan).
You should also plan ahead to ensure the assessor can easily access all areas of the building, and to get together any documentation you may have detailing information about the building's construction and insulation, space and hot water heating systems, ventilation and lighting.
A DEC, Display Energy Certificate, is a document similar to a commercial EPC that shows a building’s energy performance operational rating, details of energy use, previous operational ratings, and carbon dioxide emissions.
DECs are a legal requirement for buildings that are over 250m² and are occupied wholly or in part by a public authority and are frequently visited by members of the public. They must be displayed in a publicly visible place in A3 size or larger.
If the building is under 1000m² the DEC must be renewed every 10 years, if the building is 1000m² or above it must be renewed annually.
